Financial Accounting and Accounts Payable The accounting and accounts payable functions of the Finance Department are located on the second floor of City Hall, 801 West Ave., NW. These offices are available to answer all questions relating to these particular functions by calling 828-757-2200  during the hours 8:30 to 5:00 Monday through Friday.

Payroll, Billing and Collections The payroll, billing and collection functions of the Finance Department are located on the first floor of City Hall, 801 West Ave., NW. The collections division is available from 8:30 to 5:00 Monday through Friday to accept your payments for water and sewer utility bills, business licenses, and any other revenue collected by the City.

Purchasing/Risk Management and Information Technology The purchasing/risk management and information technology functions of the Finance Department are located on the basement floor of City Hall, 801 West Ave., NW. These divisions are available from 8:30 to 5:00 Monday through Friday to answer any questions relating to these particular functions by calling 828-757-2200  during office hours.

Electricity Payments We also accept payment for your Duke Energy services. As we only act in the capacity as a collection agent for Duke Energy, we cannot answer questions concerning your service. 

Questions About Water or Sewer Taps A utility customer service representative is available at 828-757-2200 ext. 3012, 3008, or 3007  to answer your questions concerning water and sewer taps, meter readings, and other utility issues.

We have two drop boxes for your convenience; one located at the West Avenue. side of Lenoir City Hall and the second located at the rear of the drive-through window at the Hudson Town Hall.


Utility Rates and Fees The City of Lenoir provides water and sewer service. A new or existing utility service can be obtained by filling out the application for service. If the property is being rented, the form must be delivered along with the $65.00 deposit to the City of Lenoir utility department located on the first floor of Lenoir City Hall. A homeowner may FAX the completed form to the Utility department at 828-757-5712.
A $65.00 deposit is required on all rental property; homeowners are not required to make a deposit. The deposit is held until the renter moves out of the residence and requests that the service is disconnected and removed from the renter's name. The deposit will be applied toward settlement of the account with any balance refunded to the customer. If the deposit is not sufficient to cover the bill, the City will proceed to collect the balance in the usual way provided by law for the collection of debts.


The City is divided into four cycles and bills each account once a month. An account remaining unpaid 25 days after the bill date is subject to a $10.00 late fee. An unpaid account of 45 days is subject to disconnection of service with a $25.00 reconnect fee assessed. All outstanding amounts must be paid in full before reconnection.

Bank Drafts

The City of Lenoir offers you a way to conveniently pay your water and sewer utility bill. We will work with your bank to draft your checking or savings account in payment of the bill.

To take advantage of this service please complete the bank draft authorization form, attach a VOID check or VOID savings withdrawal slip, and return to the utility department located in City Hall at 801 West Ave. NW by either physically delivering the forms or FAXing to (828) 757-2162 .

It will take approximately 30 days for the bank to begin drafting your account. Once the bank drafting is in effect, this message will appear on your bill: "Your account will be drafted on or after xx/xx/xxxx." This date will be approximately 20 days after the bill date on your account. Please continue to pay the bill until this message appears on your bill. If you have questions concerning your account please contact our office within that 20-day period to resolve any issues you may have.

Privilege Licenses

The City of Lenoir issues privilege licenses for businesses operating within our corporate limits. Please complete the Application for Privilege License and return it to our office at 802 West Ave., NW. Call (828) 757-2200 ext. 3012 if you have questions concerning your business license.

Risk Management

Risk Management functions involve safety and loss control issues. This division identifies hazards to employees in the workplace as well as liability exposure to the general public and develops procedures to eliminate the hazards. The division administers the property, liability, and workers' compensation insurance programs and processes all related claims. Staff also provide employee training, risk assessments, and technical assistance to management.
